As laptop come with more and more processing power, personal computer are used less and less. The average smart phone will process a video for example far quicker than a huge "pro" level PC such as the XW8400. And much much quicker than a XW8000. . . which used to sound like a helicopter taking off when under a processing load (we used to use these for running atmospheric models).
And these design measures followed for a couple of decade now really work, as unlike laptops the majority of personal computers (not so much all-in-ones) are very repairable and upgradable.
The EU Ecolabel for Personal Computers sets the gold standard for desktop units and integrated "All-in-One" systems. The goal of the certification is to ensure that stationary computers consume the absolute minimum of electricity and are built with a modular design that allows them to be upgraded rather than replaced.
Follow these five steps to align your desktop hardware with the EU Background Report.
Since desktops convert AC to DC power internally, the efficiency of the Power Supply Unit is a major pillar of the report.
The Standard: You must provide test results showing that the PSU meets 80 PLUS Gold levels or higher.
Load Efficiency: The unit must maintain high efficiency (usually >87%) at 20%, 50%, and 100% rated load. This reduces "waste heat" and lowers the total cost of ownership for the end-user.
Unlike laptops, desktops are expected to be "future-proof." The Background Report mandates that users must be able to upgrade the machine without specialized industrial tools.
Standardized Slots: The motherboard must feature standardized slots for RAM and storage (e.g., DIMM and M.2/SATA).
Tool-less Access: Points are awarded if the chassis can be opened and primary components (like the GPU or extra drives) can be added or replaced using only a standard screwdriver or thumb-screws.
Desktop computers often have multiple fans, which can create acoustic pollution in office environments.
The Test: The computer must be tested in an acoustic chamber during "Idle" and "Active" (heavy load) modes.
The Limit: The Sound Power Level must stay below strict decibel (dB) limits. This ensures a healthy work environment and indicates high-quality, efficient cooling systems.
With a larger chassis comes a higher volume of plastic. The report focuses on the chemical safety of the casing:
Recycled Content: Manufacturers must declare the percentage of Post-Consumer Recycled (PCR) plastic used. High-performing Ecolabel products often aim for >25% recycled content.
No Labeling Barriers: Plastic parts over 25g must be marked according to ISO 11469 standards so that recyclers know exactly which polymer they are handling at the end of the product's life.
The Background Report requires a commitment to the "User Manual" that goes beyond a simple quick-start guide.
Software Support: You must guarantee security and driver updates for at least 5 years.
Instructions for Deletion: You must provide clear instructions on how to securely wipe data (data sanitization), allowing the computer to be safely resold or donated, which is a core tenet of the Circular Economy.
The "Active Mode" energy consumption is often where desktops fail. If your client is building high-performance workstations, advise them to optimize the "out-of-the-box" BIOS settings to ensure energy-saving features are enabled by default, as the auditor will test the machine in its "as-shipped" state.
